Cyrus J. Walker – Managing Principal
Cyrus Walker is Founder and Managing Principal of Data Defenders, LLC. He is an internationally recognized and published expert on electronic voting security and high-speed network design and is an experienced cybersecurity industry executive with a diverse technology background. He has served in several executive-level capacities in the commercial and academic sectors of the Cybersecurity and Computer Forensics industry.
Cyrus pioneered the concept of Applied Computer Forensics™ and related forensic analysis models and processes that are now being used by Data Defenders to aid election jurisdictions in protecting the operational integrity of their electronic voting systems. In addition to his responsibilities at Data Defenders, Cyrus served as a subject matter expert on Cyber Terrorism Defense and Incident Management at the University of Arkansas’ Cyber Defense Analysis Center (CDAC) funded and directed by the U.S. Department of Homeland Security. In this role, he trained over 5000 federal, state and, local law enforcement professionals from various agencies across the U.S. Cyrus served as the Department Chair and Adjunct Professor of Computer Security and Computer Forensics at Wilbur Wright College—a City Colleges of Chicago. He has been a regular contributor on CNN, FOX, Bloomberg, ABC, and CBS networks focusing on cybersecurity and terrorism related events.
Prior to Data Defenders, Cyrus spent 16 years in various technology management roles where his engineering & management expertise in high speed network design were used to design and test carrier broadband interoperability which served as the foundation for development of the broadband-based Internet that currently serves the country today. Cyrus was recognized for his groundbreaking work and leadership in 1995 by President Bill Clinton. Cyrus holds a bachelor’s degree in Electrical Engineering from the University of Illinois.

Lester McCarroll, Jr. – Principal, Strategy & Business Development
Lester McCarroll is Principal of Strategy and Business Development at Data Defenders, LLC. His responsibilities at Data Defenders include building and managing Data Defenders’ business development operations, strategic planning, and marketing operations.
Lester started his career at AT&T Bell Laboratories as an intern and after receiving degrees in Electrical Engineering from the Illinois Institute of Technology in 1983 and Stanford University in 1984, he rejoined Bell Labs, leading development and project management of various digital services systems, hardware, software releases, and features for the switching business prior to joining Motorola in 1994.
Lester joined Motorola in 1994 and during a ten-year tenure there as Vice President of Product Development, Lester served in several roles in the company including marketing and product planning, international strategies and operations, country management coordination, wireless infrastructure and feature sets for telecommunication carriers, software development processes, diversity market and employee development, and mentoring.
Lester is a member of the 100 Black Men of Chicago, a mentoring organization; and is responsible for chairing their annual College Scholarship Fair. He is also currently on the Leadership Advisory Committee of the Art Institute of Chicago and the Steering Committee for the YMCA’s Black and Latino Achievers Program. He served on the board of the Southside/Wabash YMCA in Chicago for a number of years, and was a member of the Executive Committee of the National Consortium for Graduate Degrees for Minorities in Engineering and Science, Inc. (GEM) from 2000 to 2003.

Clifton E. Moore – Senior Consultant
Clifton E. Moore, Jr. is a Senior Consultant in the CyberRisk Advisory Practice for Data Defenders, LLC a Cybersecurity Advisory Services firm based in Chicago, IL providing cybersecurity advisory services, cyberthreat management and response services, and managed security services to the public and private sectors. Clifton is responsible for delivering Cybersecurity Risk Advisory solutions to Data Defenders’ customers across various commercial and municipal sectors. Clifton specializes in providing tailored risk management, risk assessment, and cybersecurity framework solutions to commercial and municipal customers. He has a varied and diverse background in information technology including secure systems and network architecture, cybersecurity policy construction, and security operations center management.
Clifton began his career as a help desk technician for the United States Army Corps of Engineers before quickly moving into the realm of cybersecurity. Clifton has spent more than 11 years providing support for the Department of Defense and has worked as a Ballistic Missile Defense (BMD) Threat Engineer, a Lab Architect for the Patriot Systems Effectiveness Model (PSEM) missile simulation, a Lead Security Controls Assessor for the Missile Defense Agency’s (MDA) Special Access Programs, along with a host of other positions involving cybersecurity and the defense industry. Clifton was awarded an Outstanding Achievement Award by the Army for his tiger team role during MDAs Ground Test Integration (GTI-04e) wargame event. Clifton was also awarded a Most Outstanding Team Achievement Award for his lead role with MDAs independent controls validation assessment team, which was responsible for validating the security posture of all of MDAs operational, tactical, and infrastructural systems.
Clifton received his education from the University of Alabama-Huntsville. His background is in Theoretical Physics and Applied Mathematics, and he has conducted research into plasma physics and electromagnetics for propulsion, combustion, biomedical, and energy applications as part of UAH’s Plasma and Electrodynamics Research Laboratory (PERL). He currently has an active Top Secret (TS) security clearance with Sensitive Compartmentalized Information (SCI) access.
